I somewhat disagree with your definitions and examples of video game remakes and remasters. You used the Crash Bandicoot N'Sane Trilogy as an example of a "remaster", but most people (me included) would classify it as a Remake, because they reMADE everything from scratch, on an entirely new engine. A remaster is just upgrading the old game, where as this one was built from the ground up to resemble the original.
I see your point. There’s no clear, consistent answer. Every developer seemingly has their own definition and stance on it. I think that Sony considers Crash as remasters, given that when they were announced at E3 2016, Shawn Layden on stage introduced them as “…fully remastered from the ground up for PlayStation 4”. But even that wording alone can come across as inconsistent.
