If you're looking for a recommendation you should provide some details such as: 1. Are you only looking at Samsung phones? Would you try a different android phone? What about iPhone? Do you have a preference? 2. What is your budget? Or is price not an object? Would you spend an additional $200-300 for a better phone woth more features? 3. What features are essential to you? Like fingerprint unlock? I think the 9 has Iris unlock? Do you use that and would you like/prefer face unlock?(Fingerprint and Face are rhe only 2 biometrics in current US phones) 4. The note is a larger device. Do you have a minimum/maximum screen size preference? 5. What do you mostly use your phone for?(Content viewing, or just basic call/text, internet browsing, is the camera something you want the best in the business kinda deal?) Are there any absolute things you must be able to do on your phone?(Other than call/text which is a given)
If you love the note 9, I would recommend the note 20 ultra IF it is far less than the S22 ultra. For at least the next 2 years, the features are going to be very similar. The S22 ultra does have a better camera amd slightly better specs. Honestly, you will not notice the difference. One UI 4.1 is also out on the Note 20 ultra with all the features you will find on the S22 ultra as it has the same operating system now (minus a few minor camera features). I would recommend the Note 20 Ultra if it is significantly cheaper than the S22 ultra. And I mean cheaper by 4 or 5 hundred dollars.

You need to look at specs. Newer surface laptops with i7, 16GB RAM and 512GB SSD Storage are almost double that price.
