Is it possible for battery weight to be used as part of the ballast in the vessel design? If so I feel like carbon foam would be sitting in a pretty good sweet spot.
Yes, it is possible, and a very good idea. The challenge is fitting those rectangular batteries into a curved hull shape. It doesn't work well as a retrofit. But for new construction, where we can shape the hull to fit a large battery pack, then batteries as ballast works very well.

I can certainly understand the concern. In a closed submarine, the thermal runaway process can quickly make the atmosphere unbreathable.
never heard of gel traction batteries before. i knew carbon foam ones existed but i couldnt get any numbers, just call us if you wanna buy them nonsense.
for giggles, lead crystal batteries that a brand that starts with [am] makes can have up to 18k cycles. the best LiFePo i have seen are 3,500. how's that for longevity?
Gel traction were the precursors to AGM lead-acid batteries. You can still buy them to support some legacy systems, but AGM generally took over for people who want a sealed lead-acid battery without the concern of it venting regularly. The carbon foam batteries I found are sold under the brand name Firefly fireflyenergy.com/ You won't find them in the convenience store. Instead, search on dedicated battery suppliers and you can find that brand name.

Well, the performance and energy density of LiFePO4 is only about a third to a quarter that of the leading LCA batteries. This is why practically ZERO electric cars use LFP batteries. This is also why diesel-electric submarines looking for an all electric alternative to Air Independent Propulsion (eg. the JMSDF Oryu and Taigei classes) do not use LFP batteries in spite of their paramount interest in safety. High energy Lithium (everything from LCO to LCA) can be safe if there is a proper charge/discharge management circuit and LIQUID COOLING of the cells. Typically, water bladders (Tesla) or channels (most other EVs with larger format prismatics) between cell banks circulated to a radiator. The key here is that battery should be purchased as a certified SYSTEM with integrated charge and cooling management, rather than as piece meal cells and controllers. If that is too difficult, consider off-the-shelf integrated terrestrial or adapting an existing automotive solution. These go up to about 100~200 kWh. If you need more than that, you probably have a superyacht and you can afford to hire and engineering firm!
