Wait ... I'll ask here.. The SEALs Pupils one... for the range, are the bombs could detonated by the SEALs far away or it should in a certain distance?
The USA tried a similar thing and found out why Soviets gave up, training dogs to be strapped with bombs and go into enemy lines is both costly on the training part and dogs can become easily scared by enemy fire and run back to safety which was of course your own troops and base.
One of the proposed but ultimately cut from the game units was tank-hunting dogs, trained by the Soviets to carry 25 pounds of explosives on their backs and dive under enemy tanks. The detonator on their backs was supposed to be triggered then and the tank, along with the dog, explode. This was most likely based on the anti-tank dogs the Soviets trained in WWII to combat German Panzers. They were starved and taught to seek food under tanks, where their bomb vests would be remotely detonated. As the Soviets used their own tanks, rather than Nazi tanks, to train the dogs, the project was an abysmal failure. Source: cnc.gamepedia.com/Tank_hunting_dog
Incidentally, Ivan manually detonating the bombs awoken memories of a mod idea I had which never materialized. My mod had Ivan mass planting bombs with rapid cooldown, and caused instant detonation each time. So it looked like this - Ivan would plant the bomb over and over and over again instant detonating each time. It was Ivan on crack.

It's never easy to get Ivans to level bases give how painfully slow and fragile those maniacs are. But when you do manage to strap a f*ckton of TNT all over the enemy's bases……that's all the dopamine I need for one day.

Ivan Bombs on Dogs going into Flak Traks make for a more available alternative than Terrorists with Ivan bombs in Flak Traks. The bomb on the terrorist only blows up when he disembarges, regardless of how long the timer has run out.

Nothing.... It won't explode inside the tank
The bomb waits until the vehicle is destroyed, then explodes where the vehicle was. If the drone is removed by repairs, so is the bomb.
