They need to make a synthetic root system to cote the hills with so when it rains it traps the water and drip feeds it . It should be embedded with seeds so foliage roots out of it and roots develop binding to the rocks and leaving mulch then animals will come back and spread manure and urine. This will trap the water when it rains and drip feed it and the organic material will wash down repopulating the lower slopes. It should be made of straw like a mat or grid with some organic fertiliser

The main problem isn't evaporation. It's flash flooding. The water quickly runs into the ocean without having a chance to sink into the ground.
