Permission refers to visa. You might need to select NO for this question.
Because you can have permission after your visa approval.

Im filling the form Im on skilled work visa what should i swlect yes or no in this section.......Has my name sponsor agreed to certify your maintenance on their certificate of sponsorship?
If you do not know the answer to this question, ask Sudhesh Kumar's sponsor. If the sponsor has agreed to certify your maintenance, you will not need to provide proof of finances, such as bank statements.

If your company sponsoring for you and your partner then you can select no and then no need to show bank statement of any person.
If you are sponsoring your wife then need to show enough amount in your bank account or in your partner's account.
