Ikea Ribba picture frame hack with 3M command hooks

I needed to hang a bunch of these frames and when I looked at how they had attached their sawtooth picture hangers it made no sense. These hangers sit an inch or more from the wall so it's nearly impossible to put a nail or a sticky hook on the wall and have it intersect with this hanger. I constructed a way to make this more predictable and it has worked pretty well.
