See stuff like Grunge/garage rock (Seattle-Washington), Paisley Underground (Southern California), CBGB, college rock (Athens, Georgia), etc...
England is a much smaller and more homogenous market than the US, for decades they only had essentially one radio station. BBC. Meanwhile they had two national music weeklies giving tons of bands non-stop attention, interviews, hype, etc. In America you have to love touring and have a couple bona fide hit songs. There will not be a ton of centralized press attention.

Listen Moon… Foxton’s mod mullet was one of the best things about the Jam.. in this clip you can clearly see him “adjusting” it’s magnificence.. he may even be stroking it, like a Bond villain strokes a cat..a man that knows his own haircut knows his own mind..
