In the western world you need to go to school and do tests and usually be in the navy but in India you can be a janitor and then become a captain,i miss those days.
Looks like they might have been former River Cruise ships that have been stripped of the state rooms. This one looks similar in side profile to a ship I sailed the Danube on.
