It's a pretty heavy rack, but because of its weight capacity, it needs to be stout.

I have a Specialized Globe Haul ST, with a step-through frame, do I need the bar adaptor or will the frame hook drop low enough to hold the bike? And last question will this rack also hold a regular non ebike?

You'll want to use an adapter bar. We recommend the Hollywood Racks # HRBA-PRO. You can indeed carry a non-e-bike, which will work perfectly with the Sport Rider SE 2 bike rack.
