Shallow water calculation , why would you substract height of tide. With a 12 mtr dynamic draft if you keep shallow contour as 10 mtr, the you will go aground if you go in 11 mtr depth which will fall within the safety contour as per your calculations.

11 mtr depth area will be in light blue color (UNSAFE AREA) & it will be drawn thicker and bolder so you know that the depth is below the safety depth

Yes. Safety depth and safety contour always the same. Almost all the company policies I ever experience were like this.
