By demanding that you don't record number plates they are trying to impose unlawful restrictions on your rights. They should stick ONLY to the law and you should make a point of recording any and all of their plates whenever challenged in this way to make the point.

My local police often park in a country lane well away from prying eyes in a position where they can't see anything (speeding vehicles, etc). Nice shift to have.
If they request number plates blocked out then charge them a fee. When they take your photo they can search data bases to identify you, such as driving licence, passport, national ID.
It is in the police own interest to inform members of the public they are recording for 1 main reason , they can't use Bodyworn Cameras footage in court if they don't inform the person they are recording. You could have punched that officer when he was alone with you and because he didn't tell you that he was recording the court can't accept the footage that is the law , and many court cases have been thrown out because of this 👮 not saying I'm recording you.

In any case the blurring is done by AI and it can get it wrong. There are many cases where Google's AI hasn't burred plates or faces and many cases where the blurring is done on something inconsequential such as a business name or street sign. So the cop trusts AI and not humans who will decide properly if something needs to be blurred or not according to their own morals.
