      @@lobola956 Actually it builds a level of trust and non-judgmental support to give the person a chance to hope, to process their ambivalence and motivate one to change. The harm reduction approach is used with a combination of other interventions (depending on the individual). For instance, my organization uses the housing first model in combination with the Harm Reduction and MI approach to assist individuals experiencing chronic homelessness with co-occurring disorders. I also use Maslow hierarchy of needs, CBT, Solution-focused Theory, Life Skills Training and Socioemotional learning because most adults do not know how to verbalize their feelings in a productive way to get their needs met.
      Drugs is a coping mechanism to manage automatic negative thoughts from trauma, used to self-medicate due to mental illness or to manage the side effects from drugs that one needs to manage mental illness. Also, science shows us that we have genetic predispositions to addictive personalities. Substance misuse/abuse is a dis-ease. Your logic is like blaming a child for having sickle cell or a man for having prostate cancer.
      I hope my explanation gives you a better understanding of how complex we are as individuals and give you the empathy to know that there is no one stop shop to healing and change takes time. It takes about a year for a male client to even trust me and even longer for women. And you can't begin work without building trust, rapport and alliance.
