bro i have no idea the objective here , get on the train tracks get two guys to shoot at you then what ? a voiceover explaining would be very helpful .
Make a morning save near the track so when you load back up they’ll be a couple NPC’s under the bridge shot at some so they keep shooting at you, some how it makes it so when the interaction happens it spawns the horse alive and your gonna want to keep an eye on the edge where near the sea that’s where it spawns if you see it standing drink a health tonic and jump run to it and claim
Get at least one NPC to shoot at you while you're on the tracks and keep an eye on the horse's spawnpoint. Step on the edge of the tracks when the train comes so you won't get hit. Don't take your eyes off the horse once it spawns, use a (potent) health cure, jump off the tracks (the health cure should give you enough health to survive the fall) and run toward the horse.

It this the only location that the strawberry horse spawn. What about in Rhodes across from the train station, and in strawberry by the river near the trapper.

I recently tried this for sooo long but instead of one person spawning, I kept getting two guys spawning with a dead horse.

i have done it and i ruined it as well.
When i am starting to calm the horse trying to kill the triggered NPc unfortunately the horse came in front of me and shot her 🫠 all went to waste.
I’ve tried this for around 4 hours, I don’t have the duo npcs but I have the singular one on a good save where I get him almost every reload. I shoot near him to make him mad so he shoots at me, then nothing happens and I’m waiting there looking at the horizon with my bow with him shooting at me for 10-20 minutes. Idk what this event thing that is supposed to spawn, I encountered a broken down wagon with a drunken man who was with the same horse near Rhodes a couple hours before trying this and have no save files to go back, hopefully that doesn’t mean I ruined it.
Unfortunately you can't get it. Because that is the horse which you suppose to get from the drunk guy.

No other option.
But If you are interested only by the breed of this horse you can get from the bounty hunters for free.
Interested by the coat itself so no other option

I have seen the guy from afar but didn’t interact with him ( from the train tracks ( was going to new Austin with the buggy 😅 )

Just camp near by and sleep for 2 nights then try again. He should spawn again.
I was able to get her on PS5. I saved on the right side of the tracks (the side of the event) a little bit down from where the bridge starts. I saved at a time between morning and noon when someone was passing underneath. When I would spawn down from the tracks, I would ride my horse to the tracks real quick to catch the NPC on foot. Sometimes he would spawn as someone galloping, and I’d miss him. Sometimes he’d spawn as a wimp and get the law on me. Sometimes he wasn’t aggressive enough, and his red dot faded in and out too much, making it impossible to keep him on me while I tried to trigger the event.
I think the trick is getting an NPC that’s aggressive enough to chase you down to the edge of the water, where you can run back with him following you and get the event to spawn. It didn’t work for me until I got an aggressive NPC with a repeater, and even with him, I had to shoot my bow every several seconds to keep him on me. I lucked out, and his dot went away after the Ardennes spawned alive and I jumped off the bridge, and I was actually able to run over without killing the NPC.
