Modern Sombra has always been super reliant on her ult at a top level, even after the OW2 changes. Getting manual hacks onto dive targets is genuinely really hard against a coordinated team, so while it can be useful to win fights, her real power comes from the snowball potential her ult unlocks. This is also a thing with dive in general, btw. The way dive beats more brawly compositions that can steamroll over any positions they can reach is literally to out-farm them for ults, because dive ults are always very potent and tend to charge quickly. Think Winston using his m1 against 2-3 people, Ana farming Nano off of Winston, and how basically every diver that gets paired with Tracer always has a fairly quick-charging ultimate that has a high value ceiling (Sombra, Genji, Echo). One of those characters getting a charge reduction nerf is huge when it comes to being able to win fights quickly against bulkier comps.
