why not just use concreate instead of the lead balls? It's easier to find and although it is less dense, it weighs more than water so you could work out an amount that finds neutral buoyancy. And because you can move it around at first you can ensure an equal distribution of weight providing (slightly) better handling.
You could use concrete. However I figure that the lead weights take up less space (being more dense) inside the container and it was just quicker and less hassle to simply stick them to the inside rather than mixing and pouring an exact amount of concrete.
