I'm pretty sure Tien died when Buu destroyed Earth, meaning they are correct in that Mr. Satan is the only one to have fought both Cell and Buu and lived.

And IIRC, "Word of God" (as in, Toriyama himself) has stated that Hercule is the strongest human who can't use Ki (you can't even compare him to his own daughter, Videl, since Gohan taught her how to use Ki so that she could fly). It's also worth noting that Hercule is also the grandfather of someone with Saiyan blood (since his granddaughter, Pan, is 1/4 Saiyan thanks to Gohan being a half-Saiyan), and yet even as he is getting older, he's still tough enough to survive being around Pan (who even as an infant is strong enough to send normal people flying or swing them around like a rag-doll. There's a reason why the group tends to have someone like Piccolo babysit Pan since he's at least strong enough to be able to handle her strength). And for what it's worth, he isn't inherently malicious. He's a fraud, yes, but he's still got a good heart, and he even offered an awkward apology to Goku when he had to trick the Earth's populace into lending their power to Goku's Spirit Bomb against Buu, so in a way, Hercule did legitimately save the Earth from Kid Buu. Dan....always screws things up....and he's too stupid to even realize when he's being handed a win out of pity by the guy who *MURDERED HIS FATHER RIGHT IN FRONT OF HIM* !!!!
