I think it's great how you just gave the basic info. One inch pvc for most and 1 and 1/2 for the slots. I've never made anything from PVC but I like the challenge of going from this to making my own. Maybe it's good you don't break it down into a detailed plan. We get spoon fed enough these days. I'm gonna give this a go in the near future. Summer is here and we live near the beach.
How about adding a small piece of lattice in the bottom so your bags don’t slip like that. Also the holes in the lattice will allow water, sand and dirt to fall out and easily wash out.

The Axle is just standard round stock bought at Lowes or home depot, then cut to length, and I used two tee's with bushings.

nice, but will it fall apart when you put some weight in it and are pulling it on the sand?
I have had a lot of weight in it, (full cooler, fishing gear, beach chairs, small tent, ) no problems still holding together fine !

How does it pull in soft sand??
Seems to pull fine, the tires are wide so it floats ok in the soft sand, once on the beach the sand is more than hard enough.
