If you're thinking about Angel Island and Emerald Hill, both of those are inspired by Green Hill. Green Hill is the prime inspiration, so that's probably why he put it up there.
White Park is the only original zone of Sonic 4, Oil Desert and Sylvania Castle are just inspired in classic zones but also with some extra elements what makes them more unique.

No it's not, Mad Gear is it's own Zone, and it's located on a separate island. The Death Egg blew up in Sonic 2. He then remade it on Angel Island's Launch Base Zone. There's been multiple Death Eggs.
