Wearing a helmet or a seatbelt is mandatory in Greece. The fine for not using them is 350 € if I'm not mistaken. Unfortunately most motorcyclists don't use a helmet especially within city limits or they have the bad habit to wear their helmets on their arms! If you watch some videos from my playlist "City of Patras onboard videos" you can easily understand what I'm talking about. As for the rider when I was driving I didn't understand what made him swerve, but I saw it on the video...
As for the helmet it's not what the law requires. It's a matter of safety. A motorcycle rider is vulnerable even at law speeds. So even if the law leaves the decision on the drivers discretion what difference does that make?
It's a special section of Hellenic Police that is responsible for traffic control which is called Trohea. Before the economic crisis they were road blocks every day. Maybe now there is a decline of the road blocks, but I don't think that made a difference. Many people used to break the law even when traffic control was more intense. If there is a huge number of people who don't wear a helmet what are the chances that you'll be the one who'll get fined? Maybe they think like this, I don't know!
According to World Health Organization (WHO) 42% of motorcycle drivers and 68% of motorcycle passengers in Greece don't wear their helmets. The enforcement score is 7 out of 10 so I guess they rate Road Police's efforts as highly effective.
