That's an NW-2, built by the Electro Motive Division of General Motors. It was part of the small fleet of the Nicole Badger Northern, a primarily log hauling short-line that ceased operation in 1992. The NBN line ran from Laona north to Tipler and interchanged with the then Wisconsin Central at Laona Jct. (Where the NW-2 now sits.)
That locomotive was supposed to be interchanged with the CN, who refused pick up of the locomotive because it did not meet interchange requirements. It's been there a really long time.
Leaving old work mules like this out in the field to rot is really depressing. With the right people who love restoring things like this and putting them back to good use, it is always great to see. I would love to see a video of someone buy this and give it a FULL RESTORATION, including a NEW PAINT JOB. THAT WOULD BE BEAUTIFUL TO SEE, Instead, a bunch of WORTHLESS METHED UP TWEAKERS DESTROYING OLD GEMS like this and others for dope money.

Red control box on the engineers side of the cab with the different settings would be for the headlights
The red lever on the conductors side of the cab would have been used for emergency brake.
