Either there is a serious problem with the handling of motoryacht Go, or there are some incompetent people handling it. Just on the legalities of US intervention (a question, not a comment!), If a vessel was registered in say, Miami, but moored in Nice, would US authorities be entitled to board without local supervision, or does maritime law get in the middle somewhere? Legit not planning anything, I'm purely just curious!
If a vessel is in the Territorial Waters of its Flag State (typically within six or twelve miles of the coast) or in International Waters, then the Laws of its Flag State apply. However, if a boat or ship is within the Territorial Waters of a Foreign State, then the Laws of that Foreign State apply to it and to all persons aboard. So, in the case of your hypothesis, a yacht which carries the Civil Ensign of the USA would normally be subject to French Law when docked in Nice, France. However, if the Authorities of the United States of America had reasonable articulable cause to request to carry out investigations on board that vessel while it was alongside in Nice, they would request that their duly Certified Officials be allowed to execute acts such as searches of the vessel, or searches, questioning or interrogations of passengers and/or crew, and this could (and often is) be arranged through Diplomatic Channels or through Police, Coastguard or Security Services, and Officers from both France and the USA would then be deployed in a single jointly planned action. If alleged offences were then detected, representatives of the Justice Systems of France and the USA would liaise to determine whether Legal Proceedings should proceed in one or other of those countries, or in both.
