I've done research on conflict of laws Senator Cruz and in a court of law, the law with the highest gravity takes priority. I would think in this case the priority (law) would be the U.S. Marshals Security detail on the Justices with the prosecution towards those who try and breech the U.S. Marshals security detail. Sure you could arrest all those protestors under 1507 but if the other is working then why bother, not to mention freedom of speech and the right to peacefully protest under the Constitution could be a defense used by protestors if they were arrested, and that would be a hell of a federal class action lawsuit too.
