The bounty system is to be expected of a military organization like Gotei 13. I would say Ichigo's reward is that lives where saved and that's good enough for him. Those where not so bad salaries and Ichibei disregarding it all makes sense given what his ultimate task is.
I wonder if Ukitake (and later Rukia) get credit for his bounties since Karakura Town is in their jurisdiction.
