continuity would be completely different considering the Legion was formed mostly due to Superman and also his adventures to meet and fight with them when he went to the future as superboy. there would be no legion without superman existing first, to answer your question.
Superman doesn't create universes out of nothing and he needed to help of a cosmic being to help restore you lois lane back to life. He's not omnipotent God but a superpower being who is stronger than he's ever been before.

The second thing should be to make Wonder Woman his queen. Jimmy Olsen can be the royal chamberlain and Lois Lane can be the royal chambermaid.
