I always use sponge 1 cm (~ 0,39 in) thickness.You can use fabrics of your choice.
Also, the ornaments size doesn’t matter, you can choose the size. Only elastine fabric is harder to use with hot glue.

You could use kid's fun foam. It comes in sheets and 8 1/2 " squares.
