Simple: Negaduck didn't want to rule the world. He wanted to commit crimes. When the Fearsome Five took over the city, he cut the city into four sections, and all he wanted was the loot. He didn't want to be in charge, he just wanted to commit the crime of the century: Robbing an entire city.

cruherrx he probably didn't care. At one point in the comics it's revealed that Darkwing Duck retired after a massive ight with Launchpad. Launchpad went to the dry cleaners and picked up Darkwing and Drake Mallard's clothing...on separate days. Negaduck then waited YEARS to attack him at home.
I can now see why I use to watch this as a little kid. This is hilarious!!!! Also, came here after the last Ducktales episode when Darkwing gets jealous of the new guy

cruherrx he probably didn't care. At one point in the comics it's revealed that Darkwing Duck retired after a massive ight with Launchpad. Launchpad went to the dry cleaners and picked up Darkwing and Drake Mallard's clothing...on separate days. Negaduck then waited YEARS to attack him at home.
