In Australia, sometimes simple engines were copied by railway workshops. The unbranded copies were then used in crew carts for track maintenance etc. Yours may also have been used on farms to power small machines.
This reminds my of motorcycle f head engines build around the 1910s
Thats a boat motor, the triangular wing mount on each side give it away. Those are for bolting it to the stringers..
Looks like an empire marine engine, probably is, who knows.
I believe that's a air compressor converted to a engine it's been done before

Donkey engine for a bigger motor? used things like that on dozers and stuff as a starter motor.
One headvalve - one sidevalve (?) Interesting valve configuration.Who knows?
