It's not about Pakistan being strong but it's nuclear weapons which makes India think before launching direct attack on Pakistan.
Pakistan knows it has no chance against India in conventional war and it will have to use nuclear weapons. Though Indian military will vaporise Pakistan in retaliation using nukes, India will also lose many people, properties and become very vulnerable for other attacks like by China.
So india takes steps carefully whereas Pakistan has nothing to loose
