Police + government departments have to punish builder here but along with builder even customers also need to be punished for using black money and encouraging money laundering. The day customers paid to builders they accepted the risks involved. Now risk materialized, they cannot play the victim card at this point. If things went well and they made a lot of money, would they have shared their profit to police or government?
