There's A clear difference between Bakugou Who fought Shigaraki at Jakku City and Bakugou Who fought Bakugou at UA School, Jakku Bakugou was clearly at same level as 30% Deku and couldn't even deal with 45% deku, while UA Bakugou had Strinfe Panze Power up, which leads to this 1.950k PL, and got his bs Awakening in 2,900k PL.
Also Bakugou vs AFO might be around his 3,500k Just because he got an insane and idiot Power up from get stronger the more he get Hurt.

Idk how shoto is student level at any point during his enrollment. He casually defeated multiple fodder villains and did the most damage to the Nomu besides All Might.
