Can you tell me when retreat to ride tiger starts? Will it start as I step back from seven stars or after I step back and push up. I first was taught it was when I stepped back from 7 stars.

Yes you are right, Step up to Form Seven Stars finishes when you come up with the crossed fists and Retreat to Ride Tiger begins when you sit and step back and then carries on into the left step, left arm up, right arm out.
