Those guys who lift the carts to empty them instead of using the tippers must be worn out, and how come some of those trucks had carts on the back even though they werent being used

The carts on the back are broken from there route they take them back to the truck yard and put them there.

Actually the carts on the back are used for customers who keep their trash up by their house.
