I'm genuinely impressed... The game is pretty primitive so who would guess that you could still find an exploit like this? Josh is seriously a master-class genius.
I like how incidents brutally escalated when switching from London to Moscow. From a 'cat in a tree' situation to 'limb amputation', 'vodka fueled gunfight' and 'an entire block on fire'. It reminds me of the Meanwhile In Russia compilations, where they drive war tanks around the streets; or trucks that have logs instead of tires.

Things become a bit more complicated when Firefighter #12 and 81 are both actually firefighter #4, and when #4 dies to his gunshot wound they, along with Firefighter 91, 145, and about 67 other firefighters all just keel over dead.
Imagine robbing a bank, and a horde of firefighters show up. They don't arrest you, they just surround you and mingle about. I think any robber would kinda feel uncomfortable.
I have to say, you fooled me with the calls until the laugh in the 4th minute. I was sure the callers had voice actors, as it's not unusual in games that your character doesn't have a voice, but npc do.
Good catch! The game does have voice acted calls, though I didn't realize this until WAY into my playthrough as I had accidentally turned them off. But the real voice acting in this game is pretty good!
