Especially in Alola, Team Rocket is just hanging out and he decides to start a fight for no reason. Double Jeopardy under US law means you can't be charged with the same exact charge a second time if you're found not guilty, so unless they went to trial and got found not guilty, the number of years they're facing is waaayyyy higher as they WOULD be charged for each individual count in an episode but on the same docket at the same time.

Also Ash, Misty, and Brock stole a stranger's boat in the infamous beach episode, and he steals Team Rocket's hot air balloon at least once. Ash should definitely be getting some theft charges on top of these assault changes. (And maybe vandalism for all the times Pikachu popped a hole in Team Rocket's hot air balloon.)

But it’s also illegal for a felon to buy a gun. In the same light it’s probably illegal for felons to catch Pokémon since they use them to act out their crimes. Ash is not in the wrong
