Cruise ships (regardless of where) are not interested in their clients/passengers spending money on local vendors. Some may in fact gently caution against going off the beaten path of organized tour bus trips and big resort stays. The ships' routine only benefits from having the passengers disembark briefly in the sense that it allows for on-board service and tending to housekeeping matters more easily if most people are away for for several hours. In short, local small vendors will not get rich selling to cruise ship visitors in the present model.
