@@adva1282 Without the Razor Claw, it's already 60% chance of flinch. With it, it's higher, almost guaranteed, which is cancer AF, which is effective in any situation in the series. King's Rock isn't banned for nothing in SV OU... (Edit: mixed up Razor Claw and Razor Fang, thanks Adva128 lower for all the corrections, I blame the OG comment) If you look at the most effective strats, it's often based on the opponent not being able to do anything, it's also why OHKO moves, lowering Accuracy or raising Evasion is banned in every format except in AG. If it was not banned, the basic strategy would be to block the opponent on the field, -6 Accuracy on the opponent, +6 Evasion on you, paralyse the opponent while you make in confused, and then you start to actually play (a single pokemon can do all that in theory).

After reading your comment, the item you're actually referring to is the Razor Fang, as I suspected (King's Rock has the same effect, too). However, I'm afraid it's a common mistake to think that Razor Fang (and King's Rock) stack with flinching moves. It only affects moves without a chance to flinch. That's why it's pretty useless to combine it with Air Slash. Also, I'm pretty sure the reason flinching items are banned is because multi hit moves exist (Skill Link Cloyster, Population Bomb Maushold...)

It’s definitely radical red, the opening text says leader Whitney and I don’t think there’s another romhack that has the super effective arrows and gen 8 / fairies that has Whitney in it. Also in RR the johto leaders mons scale to your level and they’re all 36 here on both sides
to elaborate further, this is definitely hardcore mode. Whitney doesn't normally have a Togekiss (and the normal level cap for that point of the game is 34, hardcore raises it to allow start evolutions)
Imagine disrespecting Togekiss, in 2023. Serene's Grace + Flinch is still the worst design choice made by Game Freak to date - not even Gen 6 Gale Wings comes close, I swear.

There is no way its not 100%, I once got flinched 8 times in a row and lost a battle to a togekiss.
