@@ddashstar I would play with you, but depends on your region. Because Dolphin netplay is based off Peer2Peer, if we are too far apart it would be horrible to play due to the input lag.
I love the fact that the 3rd game included all 4 turtles playing together whether as players or CPUs. It always felt a bit off just playing as a single turtle in these games even though I still loved them.
I played this with my cousin and his stepbrother. I played Raphael and Donatello, and it was a fun time. Didn't have a memory card, so the longest we played was up to the beginning of the second disc on the gamecube😅

Dolphin itself has a netplay feature, which I would imagine would give you a better experience than Parsec. You can use Dolphin's traversal server option if port forwarding is a problem for you.

Normally, it's only 30fps, but there is a 60fps code for the game.

I don't know about the PC version, but it would be possible to play the Gamecube version with Dolphin.

The arcade game is an unlockable item. In this video, I collect it at 3:02:49. You might also have to do the step at 3:30:13.
