I once heard this was made a player piano testing roll because if a player piano can repeat fast enough to play all the notes and also play 21 notes all at once it means the player system is tight and fucntional.
Written to test the speed and agility of player pianos, and playable by most electro-pneumatic ones if split up as a duet. A MIDI-operated piano might be able to handle it by itself. Absolutely never intended to be played even by a group of live pianists.
