He would have to be at the top for many many years. I'm also not saying that he won't be the greatest ever just not yet. Coan set world records for around 27 years. From a teen until well into his 40s.
Yury Belkin is better 22 lbs heavier at 220 and 217 pounds greater total. If Haack went up to 220 I don't think we would see anything close to Belkin's 2,350.

He’s only 28 and already dominated 181 and 198. His total at 198 beat the record in the 220 class. He’s just going to keep getting better.

he's to small to be a greatest powerlifter, very respect for him but the greatest powerlifters are in 140 and 140+ weight category
I assume op is referring to his strength to weight ratio, not overall total weight outright
