Yea that handicap panel hasn't worked properly for quite some time LOL, exact same thing happened to me38/39 was a restaurant but it seems to have closed sometime last year
with the restaurant being there at that time would the top floor be unlocked at certain timings when the restaurant was opened?
@igt4u Not sure about the timing thing, but it was unlocked when I went one evening to film
