The "before" map was made by a health department inside... ArcGIS, maybe? Not sure. I only had the finished product, which was a 1-page PDF on their website. The "after" maps were made inside good ol' Excel, and then pasted into PowerPoint. (If you look closely, you'll see that the before/after datasets don't match. I couldn't re-create the original map since I just had the PDF. So I had to use dummy data to make the "after" versions. But, that doesn't change the fact that they're possible in Excel.)
