RBI Circular on Exchange of Soiled and Mutilated Indian Currency Notes

RBI has issued latest circular on 01 July 2020 on exchanges of soiled and mutilated notes.
IMPERFECT NOTE
The value of an imperfect note may be paid for full value/half value as
in case of mutilated notes (given below) if-,
a) a) the matter, which is printed on the note has not become totally
illegible, and
b) the Prescribed Officer is satisfied, having regard to the printed
matter which is legible on the note, that it is a genuine note.
MUTILATED NOTE
Claims in respect of notes of less than fifty rupees
denomination:
if the area of the single largest undivided piece of the note presented
is more than 50 percent of the area of the respective denomination
rounded off to next complete sq. centimeter, full value on mutilated
notes of the above denominations shall be payable;
 If the area of the largest undivided piece of the note presented is less
than or equal to 50 percent of the area of the note, the claim shall be
rejected.
 It is hereby clarified that the value of a mutilated note of less than
rupees fifty denomination may be refunded in full if the undivided area
of the single larges piece of the note is as specified in column (5) of the
Table 1 (Annexure-E).
Claims in respect of notes of rupees fifty and above
denominations:
 Full value of the mutilated notes of the above denominations shall be
payable if the area of the single largest undivided piece of the note
presented is more than 80 percent of the area of the respective
denomination rounded off to the next complete square centimeter;
 If the undivided area of the single largest undivided piece of the note
presented is equal to or more than 40 percent and less than or equal
to 80 percent of the area of the respective denomination rounded off
to the next complete square centimeter, half the value of the note is
payable.
 If the area of the single largest undivided piece of the note is less than
40 percent, no value shall be payable, and the claim shall be rejected.
 If the claim of mutilated notes of rupees fifty and above denomination
notes consists of a note composed of two pieces of the same note and
the two pieces, individually, have an area equal to or more than 40
percent of the total area of the note in that denomination, then the
claim may be refunded for full value of the note.

RBI Chandigarh didnot changed Rs.2000 note having a small cut on one of its corner, note was complete & i was told to fill a form the person designated to check the authenticity of the note at RBI cleared it to replace it & issue new note but the teller at counter demanded Rs.1000 to change this & didnot replaced. But SBI branch in Dewas (M.P.) changed it without any question.

These rules are only in pen and paper. In reality no bank accept such notes and coins and RBI do not take any action against them.

Actually chest branches are to be blamed. Whenever banks take mutilated notes to them they put one or the other obstacle and the process is so cumbersome and time consuming do banks are forced to circulate mutilated notes by hiding them in a stack of notes.

I had gone to exchange a single torn currency note Rs 500/-. at my bank branch . It is in very good condition. Area of maximum size available is 98 % . Only a small percentage of around 2 to 3% of in edge ( side ) is missing . All essential features are available including watermark, Governer's signature , Gandhi's picture . Ashoka Pillar emblem, Full Number of Bank note .
MY own account is maintained I in the bank, still the cashier and Manager state that it cannot be exchanged because the five oblique strokes on
one side (edge) of the note are not fully present . In that case what should one do ?
