It appears as though they are relying on the single horizontal bar at the top which is run through the holes in the columns (which presumably are actually anchored). Not a great idea, but likely "good enough" for a country with minimal building code rules.

I wonder how the fixing is done to the bottom part. I couldn't understand the mounting part on the ground.
I do not see any rebar anchoring the baluster to the base. That whole thing is going to come down the moment it gets a good push.
