I don't think he will get a warrant for this situation since Johnson didn't name him when asked what happend, but probably will for the shooting the clown because some cop said he could tell it was K by his bald head, which was odd considering he was wearing a cap.
I'm betting they are going to let K do his thing for a bit. They know Ruth messed up, and they likely want the situation to calm back down. Or they pull a 3.0 and introduce new mechanics to nerf crims and buff PD, making the situation worse. Time will tell.
