Batman often forgets what the League time and time after has done to him. Not to mention the time stamp, this was BEFORE Babel. BEFORE Brother Eye. JLA Dug it's own grave.
Personally, this story would've made better sense if this had happened during the Pre-Crisis Earth-One timeline had the surviving Earths not get merged during COIE.
The fundamental moral is justice but how far can this process go, and what is going backwards on something that doesn't exist in the present of DC Comics though it's a canon story the details are slightly altered. But the ends don't justify mind-altering magic to erase memories and this thing doesn't go away there are additional stories and stories where JL also cross the line including Batman and even changing history via magic again. At the time of this story there was another story in the JL I recall it was to do with Red Tornado and Booster Gold and there were additional secrets about Elongated Man's mental health as he was the only one who remembered due to his abilities having a magical effect that means his mind was stretched to breaking point. I do think he got his revenge on Doctor Light though. Magic has a nasty way of reversing things meaning if this stands then fate will step in. Doctor Fate returns and says that spell broke more than minds it causes a new evil to emerg out of memories. Doctor Destiny?
If not kill Dr. Light, throw him in the Phantom Zone!

People seem to rag on this story but as a first time experiencer this sounds frikkin' heat
The irony is they're not even "just" themselves to exercise their authority

Doctor Destiny?
Well at least the authority just kills the bad guys and don’t make bs over that
