I'm not opposed to the law and punishment for criminals, but this bill will probably cost more than it saves and those who are convicted of a felony offense will have a harder time getting a job after they are released making them more likely to commit the same offense.

The penalty has changed but, stealing has always been a crime. It won't take long for people to realize the new law is costing them a fortune in taxes and they'll once again demand the government lower their taxes. It costs a lot of money to arrest, convict, and confine criminals. Doing all that for a few worthless trinkets is stupid and the old law tried to address that. The old law backfired but, it did save taxpayers a lot of money.
