Also i think robot noted sometime that he was under a strict timeline to get the team up and running so they probably need the most team&hero-ready candidates to speed up the process

Samson was the most impressive tryout. Not only did he not have powers, but he quickly adapted when his flight was taken away and won. AtomEve and Shrinking Rae already had their opponents beaten in the moment they saw they were just muscle with little brains.
They'll probably go into it in the show later, but he's got superhuman strength and endurance. This is alongside his superpower of charging inorganic material.
