Actually it's Lucy from Elfen Lied/Leid I know because of the partially visible hands and the helmet that's supposed to stop the vectors(the aforementioned hands) but alas it doesn't. I wouldn't recommend watching the anime if you don't like blood/gore and/or cussing.
