It leads to Ryu btw. I think you just have to up your bond level with Terry. At the first location, go to the food truck and buy the gift item in bulk. It's a magazine. Just keep giving them to him. Also use Ryu's style. It'll trigger a conversation. He'll bring up Ryu eventually in some dialogue. I hope that this helps.
